Position Purpose
Under the general direction of the appropriate administrator, the Director of Risk Management, Security and Emergency Operations is responsible for leading and overseeing district-wide risk management, security, and emergency management operations and activities. The position is also responsible for developing, implementing, and managing security and emergency management programs across all district sites. This includes but is not limited to security, health and safety, fire safety, emergency management, threat assessment, Clery compliance, OSHA training and compliance, and parking management. The position is responsible for ensuring compliance with applicable state and federal laws, rules, and regulations related to community college risk management, security, and emergency management operations.
The position serves as the primary safety officer for various compliance programs, including OSHA compliance, as the Clery Director and primary point of contact for local law enforcement agencies, first responders, and stakeholder engagement through outreach, training, and educational opportunities.
Duties and Responsibilities

Leadership
- Work in partnership with the Chancellor, Chancellor's Cabinet, and executive management to develop and execute a comprehensive strategic plan for site security, threat assessment, emergency management, and community engagement and outreach.
- Provide leadership and collaborate with the colleges to engage Presidents, administrators, faculty, staff, and students in prioritizing their security and risk management needs.
- Demonstrate regular on-campus presence and engagement with various campus constituent groups.
- Represent the District in the community, including as a regular presence with community groups and at various public events.
- Network with federal, state, county, local, and other first-responder organizations to stay abreast of the latest security and emergency management best practices and to build and maintain partnerships.
- Support, implement, and promote compliance with the District's Equal Employment Opportunity Plan in all aspects of employment and community relations; encourage cultural and ethnic diversity in staffing, programs, and services.
Management of Security and Risk Management Staff
- Hire, supervise, direct, and regularly evaluate the performance of department managers and staff in accordance with District policy; serve as a mentor to further develop staff's career goals, and hold staff accountable.
- Develop, implement, and administer department plans, policies, and procedures for department operations consistent with District policy and applicable collective bargaining agreements.
- Coordinate subordinate work assignments and review work for compliance with established guidelines, requirements, and procedures.
- Ensure staff compliance with mandated reporting requirements and applicable District policies and procedures.
- Oversee planning and coordinating security and risk management for District events, including commencements, athletic events, major fundraising events, major fundraising activities, and other activities.
- Develop and prepare the annual preliminary budget for security operations and activities and review budgetary and financial data.
- Control and authorize expenditures in accordance with established limitations.
- Institute and maintain business record-keeping systems in compliance with standard business practices and ensure that the department functions within budget allocations.
- Prepare realistic, fiscally sound annual and special budgets to enable the District and its sites to achieve their objectives.
Security Management
- Ensure adequate planning, scheduling, and staffing coverage and maintain an effective campus security plan and program to safeguard the physical facility, students, faculty, staff, and visitors to District sites.
- Assure appropriate reports of crimes, traffic accidents, thefts, vandalism, and related incidents, and provide written reports with recommendations for prevention. Serve as a liaison to local, state, and federal law enforcement agencies concerning safety or security issues for District sites.
- Direct activities to ensure proper and timely resolution of security issues and conflicts.
- Collaborate with local law enforcement agencies in the prevention, control, and investigation of illegal activities affecting District personnel, students, and facilities.
Emergency Operations
- Responsible for leading the development, maintenance, implementation, training, and documentation of the District's emergency management and response programs for all District sites in accordance with guidelines provided by NIMS and SEMS. Serve as the lead emergency management official for the District prior to, during, and after emergency incidents.
- Coordinate planning, development, and implementation of strategic initiatives and programs that strengthen the District's ability to respond and recover from an emergency; lead the development of plans and procedures.
- Continuously evaluate and enhance the District's emergency preparedness through site-specific emergency operation plans, oversee site EOP simulations, table-top exercises, and ensure operational capacity for the District's emergency preparedness.
Clery Act and Related Compliance Programs
- Provide Clery Act-mandated training and outreach to designated Campus Security Authorities, administrators, faculty, staff, and students related to crime prevention, reporting options, the rights of victims, mandated hazing reporting requirements, and bystander intervention strategies in collaboration with District and site staff and Human Resources.
- Ensure the collection of all site-specific Clery geography to gather annual crime statistics.
- Ensure the District is in compliance with the Student Right-to-Know, Annual Safety Reporting, and prevention programs according to federal and state laws and regulations.
- Work with institutional departments to manage the District's Timely Warning program and collaborate with Public Relations to ensure compliance with Emergency Notification requirements.
- Designated as a Co-Lead of the Workplace Violence Prevention Team.
- Direct and participate in the preparation and maintenance of a variety of narrative and statistical records, logs, and reports related to crimes, security incidents, citations, permits, and assigned activities; review subordinate records, reports, and paperwork to assure accuracy and completeness.
Occupational Health, Safety & OSHA Compliance
- Ensure compliance with federal OSHA and Cal/OSHA regulations, including the Injury and Illness Prevention Program, Hazard Communication Program, and Bloodborne Pathogen standards applicable to public educational institutions.
- Oversee the development, coordination, and delivery of required OSHA training programs for District employees, including hazard communication, emergency action and evacuation procedures, workplace violence prevention, injury and illness reporting, and other mandated safety training as required by Cal/OSHA Title 8 regulations.
- Ensure periodic workplace safety inspections, hazard assessments, and follow-up on corrective actions across all District sites; partner with Facilities and Operations to remediate identified safety deficiencies in a timely manner.
- Maintain required OSHA record-keeping, including OSHA 300/300A logs and incident investigation reports; ensure timely reporting of recordable injuries and illnesses to Cal/OSHA as required by law.
- Serve as the District's primary liaison to Cal/OSHA; manage compliance audits, inspections, and citations; coordinate the District's response to any regulatory notices or enforcement actions.

- Best practices for security and risk management leadership of a public organization.
- Best practices for comprehensive risk management strategic planning, resource allocation, staffing, and supervision.
- Awareness of relevant federal, state, and local statutes governing the California Community Colleges' Security and Risk Management programs.
- Operational characteristics, services, and activities of emergency preparedness and response, including the National Incident Management System and California Standardized Emergency Management System.
- Reporting protocols and deadlines associated with the California Office of Emergency Services and the Federal Emergency Management Agency.
- Principles and best practices of managing in a unionized organization and following contractual principles.
- Managing staff in a complex organization with competing priorities to maximize performance and ensure individual accountability.
- Clery Act compliance and best practices.
- Federal and California Occupational Safety and Health Administration (OSHA/Cal OSHA) regulations, including Title 8 of the California Code of Regulations, Injury and Illness Prevention Program (IIPP) requirements, Hazard Communication standards, and workplace safety compliance obligations applicable to public educational institutions.

Job Requirements:
Education
- A combination of education and experience equivalent to a Bachelor's degree from an accredited institution in administration of justice, political science, police science, behavioral science, occupational health and safety, business or public administration, or a closely related field.
Experience
- Five years of increasing responsibility in security services, public safety, emergency management, risk management, or closely related position(s), including at least three years of management and supervisory responsibility.
- Experience working with community, government, and educational leaders.
- Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty, and staff.
Licenses/Certifications
- Ability to obtain and maintain a Class "C" California Driver's License and acceptable driving record
- Ability to obtain and maintain an American Red Cross First-Aid and Cardiopulmonary Resuscitation (CPR) certificate
- Ability to complete the training course for school security officers required by California Education Code 72330.5 within three months of the hire date provided by the District
Preferred:
- A Master's degree in a relevant field
- Previous Clery Act, VAWA, or similar compliance experience
- Experience in security services management
- Experience in emergency/disaster management or business continuity
Physical Requirements
- Frequent travel to District sites and within San Mateo County
- Upper limb dexterity for frequent daily use of computers, databases, electronic devices (phone, walkie-talkie, speakerphone), equipment and written materials
- Sitting for extended periods of time
- Ability to sit or stand for extended periods of time, bend at the waist and knees, stoop/crouch, kneel, pull, reach, maneuver, maintain balance, duck, twist, stand, run/pursue, climb, and jump in performing duties.
- Carrying and operating equipment and materials used in campus safety organizations or command sites
- Work outdoors in varied weather and temperatures
- Ability to move heavy objects of 50 or more pounds with or without assistance (move large objects or people)
- Vision sufficient for daily and frequent use of electronic screens, databases, and written materials
- Hearing in the normal audio range with or without correction
