The Director of Workforce Development is a full-time 12-month position that provides academic leadership, direction, and support to Career and Technical Education programs. The Director is responsible for visioning, planning, and directing career and workforce education programming; reviewing grant opportunities, and facilitating the writing of appropriate grants; coordinating and monitoring projects to ensure completion within budget; monitoring and reviewing expenditures for conformance with grant objectives, contract terms, and conditions, and ensuring compliance within regulatory requirements; and performing related work as required/ assigned. The Director will be joining a leadership team that is expected to uphold values of social justice and equity.
Duties and Responsibilities

- Plans, directs, organizes, and manages the administration of high-quality workforce education
- Aligns and coordinates the efforts of other career education, career exploration, work-based learning, and employer engagement efforts at the
College to scale and clearly communicate work and work-based learning opportunities for students - Serves as the college lead with respect to the Strong Workforce Program and related local and regional plans. Represents the College with respect to the Bay Area Community College Consortium (BACCC)
- In collaboration with the Planning, Research, Innovation, and Institutional Effectiveness Office, establishes and maintains shared data systems to facilitate information sharing and employer relationship management across college career-related programs and services at the College
- Develops and solicits grants and external funding sources; administers grant funding
- Develops systems and processes for the management and implementation of the daily operations of grant-funded projects
- Initiates and supports the development of career and workforce programs by working with College faculty and staff, business and industry, advisory groups, and other appropriate organizations
- Meets with faculty, administrators, support staff, other college personnel, and grant collaborators regularly to review new grant opportunities and progress towards meeting grant objectives in existing grants
- Serves as a college liaison to career and technical education groups and develops partnerships with external agencies, including business and industry, high schools, universities, and other appropriate organizations
- Implements District rules and regulations, California Education Code, Title 5, and collective bargaining agreements as required
- Manages Strong Workforce Program and CTE (Carl Perkins) funds and ensures compliance with federal and state regulations, ensures that funds are managed in compliance with guidelines, procedures, and within deadlines
- Serves as an active member of the College administrative team to address college-wide issues, concerns, and planning, including facilities restructuring and development
- Directs, coordinates, and participates in short-range and long-range planning; conducts research and surveys to determine current effectiveness and future needs; prepares related reports and plans, and shares with the College community
- Analyzes business and industry trends to identify key local and regional workforce needs
- Promotes career and workforce development through presentations, brochures, correspondence, and other materials
- Participates in a variety of committee and staff meetings in support of economic development programs and activities; and other related committee assignments as required, both on and off campus

- Community college career and technical education and workforce education practices
- Program development, management, and supervision that includes direct experience
- Understanding of and commitment to the role and purpose of the community college
- Federal regulations, Title 5/Education Code, California regulatory agencies, accreditation, collective bargaining, including direct experience
- Basic research and planning methods

- Provide career services and internship opportunities that enhance students' transition into the 21st-century workforce
- Advocate for enhanced and innovative technology systems, locally and District-wide, which support the work of Career and Technical Education and are aligned with the goals of Student Services and Instruction in support of the mission, vision, and values of the College
- Proficiency in the use of a variety of computer software to format, compose, and prepare statistical, financial, and narrative reports, presentations, and other written materials
- Train, supervise, direct, and evaluate the work of others
- Formal training or leadership experience reasonably related to community college career and technical education, grant writing, and development and management of budgets
Job Requirements:
- Master's degree or higher OR the equivalent
- One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment
- Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty, and staff
Preferred
- Classroom teaching experience
- Master's degree or above from an accredited institution in a field related to career and technical education, educational administration/leadership, public administration, non-profit leadership, or a related field

San Mateo County Community College District's (SMCCCD) 2025 Annual Security Report (ASR), required by the Clery Act, includes statistics for the previous three years (2022-2024) concerning reported crimes that occurred on campus; in certain off-campus buildings owned or controlled by SMCCCD; and on public property within, or immediately adjacent to and accessible from SMCCCD. The 2025 Annual Security Report also outlines various campus safety and security policies concerning crime reporting, prevention and response to sexual and gender violence, alcohol and drug use, crime prevention, emergency response and evacuation procedures, and other matters. The Annual Security Report also includes important tips to help every community member remain safe and avoid becoming a victim of crime.
