The Board of Trustees and the Chancellor of the San Mateo County Community College District invites applicants and nominations for the position of Performance Auditor/Policy Analyst. The Board is seeking someone who is a public policy professional who will provide independent reviews and analysis of various college and district programs, operations, and procedures. The Performance Auditor/Policy Analyst will develop findings and recommendations for review by the Board of Trustees and the Chancellor. Day-to-day direction will come from the Chancellor. There will be direct reporting to the Board of Trustees.
The primary purpose of this position is to assist the Board of Trustees and Chancellor in identifying strengths and weaknesses in various district programs and identifying best practices for the Board and Chancellor to consider.
The Performance Auditor/Policy Analyst will prepare an annual work plan in collaboration with the Board and Chancellor. A typical work plan will include undertaking a few specific programs or procedures for in-depth research, review, and analysis, and shall include benchmarking the District in comparison with other college districts and other public or private sector institutions. The Performance Auditor/Policy Analyst oversees the District's whistleblower function and acts as the primary investigator of any alleged fiscal wrongdoing.
The Performance Auditor/Policy Analyst assists the District in preparation for external performance audits and other special reports required by external entities. The Performance Auditor/Policy Analyst plans, organizes, and conducts operational, and performance audits, and reports the results to the Board and Chancellor. This is not a financial auditor position.
Public contact is extensive, and involves staff, students, auditors, contractors, outside educational institutions, business and community representatives, and governmental agencies for the purposes of exchanging policy and procedural information. A high degree of independence and independent judgment is required.
Duties and Responsibilities:
- Prepare an annual work plan in collaboration with the Board of Trustees and the Chancellor
- Maintain a degree of independence from other District staff, and function in a manner sufficient to provide integrity of the responsibilities of the performance audit function
- Provide periodic reports to the Board of Trustees and to the Chancellor on the status of the annual work plan; provide reports as necessary on outcomes of specific projects
- Plan and conduct operational, compliance, and performance audits
- Prepare performance audit reports, memoranda, and other related documents to communicate audit findings and recommendations; submit documents to communicate audit findings and recommendations; submit documents to appropriate internal personnel. Recommend outside performance auditors and/or other subject matter experts to the Board of Trustees and Chancellor
- Oversee whistleblower infrastructure to receive, process, catalog, investigate, report whistleblower complaints
- Assure District hiring, compensation, separation, and promotion procedures are consistent with best practices, and assure that personnel actions are properly approved by the Board and documented
- Review capital expenditures to ensure they are consistent with adopted facilities master plan, budgets, specific authority provided by voters or funding agencies, and Board resolutions. Review change orders and building costs to comparable facilities and industry standards
- Ensure accurate reporting, transparency, ethical practices, and disclosure of potential conflicts of interest
- Support mandatory obligation to report irregularities
- Recommend and assist in the benchmarking and development of District policy and procedures and make recommendations to optimize the performance of non-academic elements of college programs. Work with stakeholders to review and recommend updates to Board policies and administrative procedures to ensure that they reflect best practices
- Train District personnel on and review the implementation of policy and procedures related to conflict-of-interest reporting and fraud prevention and reporting
- Assist with preparation for and coordination of external performance audits and serve as a liaison with external performance auditors and other experts as requested
- Conduct special investigations as required or deemed necessary by the Board and Chancellor
- Act as the primary investigator of any alleged fiscal wrongdoing by vendor, management and/or other employees
- Make recommendations for improved internal controls, operating procedures, and systems
- Examine and report on the effectiveness of management in preventing and disclosing fraud and unethical activities, conflicts of interest, safeguarding assets, and compliance with established policies and procedures
- Exchange information with College and District personnel at all levels regarding policies and procedures related to record-keeping areas
- Provide technical information as a resource to various offices within the District
- Attend meetings, workshops, and other gatherings to obtain the most current information
- Monitor and evaluate performance and other records systems and develop recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
- Monitor and interpret federal and state regulations and guidelines and assure compliance with requirements; update and revise procedures as necessary
To fulfill the minimum qualifications for this position, the candidate must demonstrate that they satisfy all of the following:
- Possession of a Bachelors degree from an accredited institution in public policy, public or business administration, education administration, institutional research, or a closely related field OR an equivalent combination of education and experience
- Successful work experience of increasing responsibility conducting independent in-depth analysis of public or private entity operations, programs, and procedures
- Extensive public contact experience with people of diverse cultures, language groups and abilities
- Experience in the coordination of workloads with people at various levels within an organization
- Skill in complex data research, analysis and reporting
- Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
- Demonstrated skills in written and oral communication, including public speaking and persuasive communication
- Skill in training, directing, supervising, and objectively evaluating the work of others
- Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff

To fulfill the desirable qualifications for this position, the candidate must demonstrate that they satisfy the following strong preferred qualifications:
- Graduate level degree from an accredited institution in public policy, public or business administration, educational administration, institutional research, or a closely related field
- Project budgeting, planning and design experience
- Knowledge of financial analysis and research procedures

Foreign Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs in order for it to be considered for the satisfaction of minimum qualifications.
